The central government has issued guidelines to make movies universally accessible to all. The aim is to ensure that movies are accessible to the visually and hearing impaired. Hence, it is suggested that open captioning, closed captioning, Indian Sign Language, and voice descriptions for the visually impaired should be used in cinemas henceforth.
First, by September 15, 2024, films produced in more than one language will have to adopt these elements. This will also apply to films participating in film festivals, effective January 1, 2025. Starting September 15, 2025, it will be mandatory to ensure all these aspects, even in cinemas.
This will be applicable to all films certified by the CBFC. Its implementation will be monitored by the Central Board of Film Certification (CBFC).
